Apart from effective law enforcement, the Police adopts a practice, multi-agency and cross-sectoral approach to tackle juvenile delinquencies through prevention and publicity, graduated sanction and rehabilitation programme. In 2001, the Kowloon West Regional Crime Prevention Office invited a group of community elites to organize themselves into a committee known as \u201cKowloon West Youth-Care Committee\u201d with a view to fostering a healthy environment for youngsters living, studying or working in Kowloon West Region. Activities and training have been held under police auspices and sponsored by the Committee. The Presidents of the Committee are appointed by Kowloon West Regional Commander.<\/span><\/span>\n<p>The Committee consists of 7 Honourary Presidents, 26 Presidents; all of them are community philanthropists, 3 District Fight Crime Committee Chairmen &amp; 3 District School Committee Chairmen (YTM, KC &amp; SSPO), and 6 Committee members from different government departments including the Police Force, Social Welfare Department and 4 NGOs (The HK Federation of Youth Groups (\u9999\u6e2f\u9752\u5e74\u5354\u6703) (KC), the Boys\u2019 and Girls\u2019 Clubs Association of Hong Kong (\u9999\u6e2f\u5c0f\u7ae5\u7fa3\u76ca\u6703) (SSPO), Hong Kong Playground Association (\u9999\u6e2f\u904a\u6a02\u5834\u5354\u6703) (MK) &amp; Chinese YMCA of Hong Kong (\u9999\u6e2f\u4e2d\u83ef\u57fa\u7763\u6559\u9752\u5e74\u6703) (YT)).<\/p>\n<p>Meeting would be held quarterly or it warrants doing so to discuss matters relating to the youth. Regional Commander of Kowloon West, together with officers of Regional Crime Office will attend the meeting to provide professional advice. Routine operations and projects are undertaken and monitored by RCPO KW.<\/p>\n<p>With the engagement of the \u201cKowloon West Youth-Care Committee\u201d, the overall youth crime rate in Kowloon West continued to drop over the years. The number of youngsters referred to the Juvenile Protection Section of Kowloon West for supervision through the Police Superintendent&#8217;s Discretion Scheme has declined obviously.
